The Dr. Lonnie E. Mitchell National Substance Abuse and Mental Health Conference was formed in 1987, when the National Institute on Drug Abuse researched HBCUs and their role in preventing substance abuse. It continues the legacy and work of the late Dr. Lonnie E. Mitchell, Ph.D., an esteemed educator, administrator, policy advisor and psychotherapist.
